Are employers forced by law to register their workers in Social Insurance (IMSS)?

Yes, not doing so is ilegal and big fines apply if investigated by the Mexican Social Insurance Instituto (IMSS).

Is it true that no one in Mexico registers their workers on IMSS?

Not true, but not false, either. Lots of very small companies are still not paying taxes (for example: restaurants), hence they don’t have a big incentive to regularize their workers and get them on IMSS. But fines are steep and sooner than not, IMSS verification teams arrives. It is always better to comply with the law.

Are there other cost associated with this service?

IMSS has a monthly cost, proportional to the salary of each worker. Also, monthly Capital Gains taxes need te be calculated and retained for each worker (it’s a tax paid by the worker, but retained by the employer) so that the full salary can be deducted by the employer.
